I think it's pretty clear. He's not displaying any judgement. Just doing what he's told like "a good little junior coalition partner."

Check out Pat Rabbitte's comments on the radio this morning. He said the Greens opted for saving the planet instead of looking after Fianna Fáil's morals. "It was the easier option".
